Many good reviews and comments lead to a suggestion of PDF-Xchange Viewer by Tracker Software. It's free for personal use, and with it one can fill-in pdf forms, edit files, and also save them quite reliably. One can also re-open these files and can continue editing, and changing what was added already.
The main reason to write this post is to say that Tracker must not have been getting enough sales, so they discontinued the product, and replaced it with PDF-Xchange Editor. The free version will put watermarks on any printed copies, and one must buy a Pro version license to eliminate that.
